The Orono, Maine-based Municipal Review Committee (MRC) and Maine-based firm Innovative Resource Recovery have signed an agreement to become co-owners of the Municipal Waste Solutions waste-to-fuel production facility in Hampden, Maine.

The announcement confirms an earlier report that MRC intended to reopen the material recovery facility (MRF), which also includes technology designed to feed some difficult-to-recycle materials into a pulper to create a saleable product.

“This collaboration marks a significant step forward in advancing sustainable waste management practices and promoting a circular economy in Maine,” the two entities say in a joint announcement.

Determining the future of the facility, formerly known as Coastal Resource Maine, has been a source of political and financial activity since it was idled by its initial operator, United Kingdom-based Fiberight, in 2020.

A previous plan to revive the facility hit a roadblock earlier this year.

“The Hampden plant has long been recognized as a crucial hub for effective waste processing and recycling in the region,” MRC says. “By bringing together the expertise and resources of MRC and Innovative, this partnership aims to enhance operational efficiencies, expand recycling capabilities and further reduce the environmental impact of municipal solid waste.”

MRC is a regional municipal solid waste management organization with 115 members dedicated to facilitating effective municipal solid waste management in Maine.

“This partnership between MRC and Innovative represents a powerful synergy in our mission to build a more sustainable future,” MRC Board President Karen Fussell says. “By combining our knowledge, experience and resources, we are poised to transform waste management practices, maximize recycling rates and promote environmental stewardship within our communities.”

Innovative Resource Recovery specializes in transforming waste into resources by implementing advanced technologies and fostering collaboration with industry stakeholders.

“Joining forces with MRC is a significant milestone for us," Innovative Resource Recovery CEO James Condela says. "We are excited to contribute our expertise in resource recovery to the Hampden Facility, working alongside MRC to revolutionize waste management practices and foster a circular economy.”

Condela previously served as an executive at Texas-based recycled-content building products maker Continuus Materials LLC and  previously worked for Illinois-based food waste processing technology firm Organix Recycling LLC. The latter firm was acquired by Denali Water Solutions in 2021.
