ReMA 2025: Does copper’s strategic role in the US merit a scrap export ban?

The Copper Development Association has called for tariffs on imports of all semifabricated copper and copper alloy products and all relevant downstream derivative articles; a targeted U.S. export ban on domestically recyclable high-purity copper scrap; and an exemption from tariffs on raw material feedstocks, including refined copper cathodes and copper scrap.
