Recycling Program

Barksdale Air Force Base is seeking a partner to manage the recycling program at no cost to the government.
Contractor will operate the dropoff facility 8 hours per day (0700 - 1600) 5 to 6 days per week and collect the following materials for recycling:
Newspaper, White Ledger, Mixed Paper, Shredded Paper, Wood Pallets, Cardboard, Aluminum Cans, Sheet Aluminum, Soda Bottles, Milk Jugs, Plastic Grocery Bags, Iron, Tin (includes steel cans), Lead (from firing range)
The contractor will be required to empty dropoff center containers when they are at least 80% full, but before their capacity is exceeded. The contractor shall pick up all recyclable material on the ground around the containers and perform daily general cleaning of the area. The contractor shall be responsible for separating the various types of recyclable materials and prepare them for transport/resale.
The contractor will be permitted to use government furnished equipment (GFE) to process any recycle commodity during the contract period. At the end of the contract the contractor will return GFE in good working order and condition. Any repairs to GFE will be at contractor's expense. The contractor will be permitted to use buildings 4966 and 4967 for the processing and storage of recyclables.
The contractor shall conduct direct sales of recyclable commodities at the highest cost and split revenues generated by the sale with the government. The contractor shall provide a monthly report to the Asset Management office no later than the tenth working day of the month following the sale month. The report shall include summary of tonnage of materials collected and recycled by commodity, resale proceeds by type of item, along with original sales receipts for recyclable materials. The sales receipts shall contain the weight, type and price of the item recycled.
All interested parties must be registered in CCR and must state business type and size.
