York County ranked No. 1 in the state for its recycling rate, which came in at 76.7 percent in 1999, according to the most recent figures available.
The York County Solid Waste and Refuse Authority submitted a report to the Pennsylvania Department of Environmental Protection detailing its municipal and yard waste efforts as well as land application of biosolids.
