Ukraine Considers Lifting Ban on Scrap Exports

According to published reports Ukraine’s President Victor Yuschenko has registered a draft bill "On setting export duty on scrap of ferrous and non-ferrous metals."

The draft bill provides for cancellation of a ban imposed on export non-ferrous metals from Ukraine. The country had imposed a ban on export of non-ferrous metals in 1999 due to a sharp increase in the export of aluminum and copper.

Explanatory note says that the issue concerning lifting of ban on export of non-ferrous metals repeatedly arises during negotiations over Ukraine’s accession into the WTO. The existence of this norm in Ukrainian legislations is treated as a restrictive measure, which does not meet WTO articles.

The aim of the draft bill is to guarantee Ukraine’s accession into the WTO and to strengthen Ukraine’s positions in negotiations with the European Union concerning free access of Ukrainian metal production to the European market. ForUM
