According to Savannah, Ga.'s WSAV television station, the owner of a Garden City, Ga., recycling plant was arrested in connection with a multi-million dollar scrap metal theft ring.
Hayward Altman, district attorney for Georgia's Middle Judicial Circuit, says Michael Jarrell, owner of Top Dollar Recycling, turned himself in to authorities in Swainsboro, Ga., April 25.
