A bill that seeks to curtail the theft of various grades of nonferrous scrap metal or railroad track steel in West Virginia passed the State Senate earlier this week, and has been sent to Governor Joe Manchin.
House Bill 2748, sponsored by Delegates DeLong, Webster, Craig, Amores and Mahan, would mandate scrap metal recyclers to obtain a photo ID, as well as detailed information on the vehicle it was used to deliver the material. Additionally, the bill would require scrap metal recyclers to report the purchase of any metal weighing in excess of 25 pounds, and would have to be filed within three days of the sale.
