Classification Code: S Utilities and house keeping services: A Firm-Fixed Price contract award is contemplated for this acquisition. Description: Work may include, but is not necessarily limited to the following: The contractor shall provide all personnel, equipment, tools, materials, supervision, facilities, transportation, and other items and services necessary to perform sanitation work at Dyess AFB.
The contractor shall manage an organized program to perform recycling and waste minimization, refuse, non-hazardous special waste, and residential "household hazardous waste" handling, collection, and disposal services for Dyess Air Force Base (AFB), Texas.
Managed wastes shall include recyclables and organics. Performance shall include planning, collection, sorting, separation and processing, marketing and/or re-use for recyclables, organic waste (composting and mulching), in-vessel food composting, drums and container management, the annual tonnage of refuse and non-hazardous special waste for this project is approximately 4,000 tons for military family housing (MFH) areas and non-MFH areas, including the Recycling Center.
The contractor's performance shall adhere to all Air Force policies and goals on recycling and waste minimization, and shall be conducted to the standards of federal, state, and local rules and regulations. The primary state agency is the Texas Natural Resource Conservation Commission (TNRCC). The applicable North American Industry Classification System (NAICS Code) is 562111.
The procurement will be a small business set aside. The successful contractor will be selected using Past Performance Trade Off (PPTO) procedures, resulting in the Best Value to the Government. Past performance is significantly greater in importance than price. Unit prices will be taken from the Base Year (year one) and one Option Years (year one, two three and four). It is anticipated that the solicitation will be issued electronically on or about 08 July 2002 on FedBizOpps at www.eps.gov and a site visit will be held on July 26, 2002. Paper copies are not available. Once the solicitation is posted it is incumbent to any and all interested parties to review this website frequently for any updates/amendments to any and all documents.

Notice Text: Department of the Army, U.S. Army Forces Command, Directorate of Contracting, Fort Carson; NA Refuse collection and recycling for Fort Carson, Colorado. Collection of refuse for Fort Carson in the following frequency: 3 cubic yard dumpsters 57 each one day/ week, 31 each two days/week, 35 each three days/week, 20 each five days/ week 6 cubic yard dumpsters, 20 each one day/week, 41 each two days/week, 34 each three days/week, 3 each four days/week, 16 each five days/week, 30 each six days/week 8 cubic yard dumpsters 2 each one day/week, 1 each two days/ week, 1 each three days/week, 2 each four days/week, 5 each five days/ week, 8 each six days/week 40 cubic yard compactor 1each three days/week Recycling For Fort Carson, Colorado. Provide 75 each cardboard containers 6 cubic yard in size. Containers will be collected and emptied twice a week. Containers will be delivered to sites as directed by Ft. Carson. A list of locations will be furnished to contractor prior to the start of collection service.
Provide and service 25 office paper collection sites providing 15, 1.5 cy containers with a paper slot in top. And 10, Totes 65-gallon size containers for Office-Pak type materials. These containers are to be serviced once each week. Containers are to be clearly marked with 'Office-Pac Only'. Containers will be delivered to sites as directed by Fort Carson.
A list of locations will be furnished to contractor prior to the start of collection. Provide Roll-Off container service/ support at two locations on Fort Carson. Frequency of this service will be as follows: Evans Army Hospital: 18 hauls per year ( One container every six weeks). PX Drop Off Point: 52 hauls per year (One container once per week). Recycle Center Drop Point: 52 hauls per year ( One container once per week).
All recycle material collected from Fort Carson will be processed and sold as recycle material. The contractor will maintain records of material by type, i.e., office-pac, cardboard, newspaper, tin cans, and aluminum cans. Monthly, a report will accomp any the monthly billing reflecting total material collected for the billing period. The proceeds from the sale of collected material will be 75% of the sold price back to the Fort Carson Recycle Program as an off-set to the monthly billed price, and 25% of the sold price to the contractor to off-set processing costs and marketing of the materials. Hours of collection of materials shall be between 0700 and 1600 each day, except weekends and holidays. Refuse collection for Pinon Canyon Maneuver Site, Model Colorado. Present number of containers 40. Present Capacity 120 Cubic Yards.
