Hawthorne, Calif., Seeks Haulers for Commercial Refuse & Recycling Services
The City of Hawthorne is about to release its Request for Proposals (RFP) for Commercial Refuse and Recycling Services. City staff have just sent a notice to potential proposers to have them send in "Expressions of Interest" to the City this week to receive information about the RFP.
City staff ask that Expressions of Interest be sent by 5 pm, June 6, 2002 to Charles Herbertson, Hawthorne Director of Public Works, via email at dirpubwk@earthlink.net and cc: Gary Liss & Associates at gary@garyliss.com.
Background: The City of Hawthorne, California (pop. 84,000) will be issuing a Request for Proposals (RFP) shortly for semi-exclusive franchises for Commercial Refuse and Recycling Services. The RFP is expected to be released in June 2002.
A draft of the RFP is already posted on the City's website for industry review and comment, at www.cityofhawthorne.com/psrv_hawrcy-proj.htm.
The City Council will be considering adoption of that RFP at their Council meeting on June 10, 2002.
The Draft RFP reflects direction that was provided by the City Council on April 23, 2002, to proceed first with solicitation of 5-10 semi-exclusive contractors for commercial, multi-family and industrial customers. This RFP also incorporates many of the recommendations detailed in the report prepared by Gary Liss & Associates in March, also posted on the City's website. Also at that site there is a summary of Council direction provided on April 23, 2002 on key RFP issues.

The RFP is being placed on the agenda for the June 10, 2002 for Council to adopt. At that time, Council could request changes to be made, or adopt it as presented.
The Draft RFP includes "Process Integrity Guidelines" which are proposed to take effect immediately upon Council approval of the release of the RFP. Of particular note in those Guidelines is the requirement that:
"After the release of the RFP, all RFP-related communication with the City of Hawthorne prior to the release of staff's recommendation on the award of contracts must be in writing through Charles Herbertson, Director of Public Works... The City Manager will provide copies of all incoming and outgoing RFP written communications with proposers to the City Council, to keep them fully informed of the process...Contacting any other City staff member, elected or appointed officials, or proposal reviewers may result in disqualification of the proposal."
This Draft of the RFP incorporates comments received from the City Attorney's Office, and other City staff. The Draft RFP is being circulated to industry that have expressed an interest in receiving information about the RFP process, for their review and comments by June 5, 2002.

The Defense Reutilization Marketing Service is conducting a market survey to determine the existence of potential business sources to perform. This is a sources sought for companies with the capability to perform scrap metal management services. The potential services to be performed include collection, transportation, ocean transportation, recycling, and disposal of scrap and recyclable material in an environmentally responsible and compliant manner.
This does not involve disposal of hazardous materials or hazardous waste. (The standard industrial classification (sic) code is 421930 with a size standard of 100 employees.)
Estimated generations are approximately 1,140,000 pounds per 18-month period. Interested and qualified sources are requested to provide a statement of current capability and past performance information. Sources must demonstrate management, ocean transportation, and technical experience on similar acquisitions, specifically addressing the requirements specified in this synopsis, and demonstrate the ability to obtain the resources necessary to successfully compete for this requirement. Interested and qualified sources are requested to provide the following information: (1) company name, point of contact, e-mail address, telephone and facsimile numbers, and type and business size, (2) a list of your most recent and relevant DoD or commercial contracts (not to exceed five) to include names, points of contact, phone numbers, value and type of contract, period of performance, and brief description, (3) information telling us about your company and why you think you can perform this contract, (4) information describing works tasks and percentages proposed to be performed by you and subcontractors for this requirement. Interested business sources should provide the experience they have in performing this type contract: management of this type contract, ocean transportation, and experience in performing the requirements. Interested sources should provide this information within 15 days of publication of this notice. Summar: Department of the Air Force, Air Mobility Command, 436th CONS; BASE REFUSE AND RECYCLING SERVICES: Contractor shall provide personnel, tools, materials, supervision, and other items and services necessary to perform base wide refuse collection and disposal services and recycling services on Dover AFB, Delaware.
Performance includes but is not limited to refuse collection, disposal and recycling services. Recyclables are classified as Materials that exhibit the potential to be used repeatedly in place of virgin material.
Recyclable materials at Dover AFB include metal cans, glass (clear and colored), plastics, (all office paper, newspapers and corrugated cardboard (to include cereal boxes/soda cartons, etc), scrap metal, aerosol containers, crushed paint cans, and lead acid batteries.

Option year two is October 1, 2004 - September 30, 2005. Option year three is October 1, 2005 - September 30, 2006. Option year four is October 1, 2006 - September 30, 2007.
The Standard Industry Code is 4953. The North American Industry Classification System Code is 562111. The proposed solicitation is Unrestricted with price evaluation preference for Hubzone small business concerns. All responsible sources may submit a proposal which shall be considered by the agency. The government reserves the right to award to other than lowest price. If the Contracting Officer determines that the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the Contracting Officer may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals.
