South Africa Tire Recycling Feasibility Study. The Grantee invites submission of qualifications and proposal data from interested U.S. firms which are qualified on the basis of experience and capability to develop a feasibility study to determine the technical, economic and financial viability of a tire recycling project.
The proposed project relates to recycling 2 to 3 million used tires per year at three different locations in South Africa. The plants will be located near major metropolitan areas in South Africa -- Johannesburg, Pretoria, and Durban. All three areas have tire dumps and are major contributors to used tire disposal each year.
According to a 1998 survey, there are over 27 million tire carcasses stockpiled in various dumps in South Africa. In addition to existing dumps, it is estimated that based on the number of motor vehicles on the road, twelve million tire carcasses are discarded each year and will be available for recycling.
Firms active in the South African tire market are eager to make use of cheap and readily available discarded tires in order to reduce their own manufacturing costs and to exploit new product areas.
RBSDI is a non-profit entity established by the South African government to promote economic growth, mainly by identifying equity partners to invest in local projects. RBSDI has been working individually with MaxiPrest, Michelin SA, and Trentyre as potential equity investors in this project.
Recently, these three tire sector companies formed SATRP for the purposes of jointly developing this mutually beneficial project.
The major tasks that comprise the terms of reference for the feasibility study are as follows:
Part I--Recycling Environment 1. Review of existing scrap tire management systems in South Africa 2. Analysis of recovery technologies, shredding, grinding/crumbing, pyrolysis 3. Survey of the markets for recovered tire products 4. Analysis of the project's economics 5. Development of specifications for the tire recycling facilities

Final Report The U.S. firm selected will be paid in U.S. dollars from a $274,000 grant to the Grantee from the U.S. Trade and Development Agency. A detailed Request for Proposals, which includes requirements for the Proposal, the Terms of Reference, and a background desk study report are available from TDA, at 1621 N. Requests for the RFP should be faxed to the IRC, TDA at 703-875-4009. In the fax, please include your firm's name, contact person, address, and telephone number. Some firms have found that RFP materials sent by U.S. mail do not reach them in time for preparation of an adequate response. Firms that want TDA to use an overnight delivery service should include the name of the delivery service and your firm's account number in the request for the RFP.
Only U.S. firms and individuals may bid on this TDA financed activity. Interested firms, their subcontractors and employees of all participants must qualify under TDA's nationality requirements as of the due date for submission of qualifications and proposals and, if selected to carry out the TDA-financed activity, must continue to meet such requirements throughout the duration of the TDA-financed activity.

Description: This acquisition is to provide all labor, materials, equipment, transportation and supervision necessary for refuse collection, recycling and disposal services at Activities New York, Fort Wadsworth and Rosebank sites in Staten Island, New York and the Battery Park Building in Manhattan, New York.
The period of performance is one base year, beginning 1 June 2002 through 31 May 2003, with four one-year options. The government will award a contract from this request for quotes to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and past performance considered.
This solicitation is open to both large and small business participation. The NAICS Code is 562111. The size standard is $10.5 million. All responsible sources may submit an offer, which will be considered by this agency. The quotation package shall be available electronically by accessing http://www.uscg.mil/mlclant/fdiv/fdiv.html on or about 17 April 2002.
No paper copies of the solicitation will be distributed. Amendments to the quotation will also be provided on the Internet using the same protocol listed above.
