Description: Provide all supervision, personnel, equipment, transportation, material, and other items and services necessary to provide management/operation of Base Recycling Centers, move trash containers out of enclosures for pick up's and return to enclosures after tipping and servicing street side containers according to the Statement of Work and Schedule. Proposals will only be accepted from companies located within the Federal Republic of Germany and be familiar with local state laws, and local district regulations and directives. Complete solicitation packages will be issued at the pre-proposal conference and as requested. The pre-proposal conference will be held at Bldg. 2001, 3rd floor, 52 Contracting Conference Room, Spangdahlem Air Base, Bitburg Annex on 24 Oct 2002, 09.00 hrs. Attendance of the Pre-proposal conference is required for issuance of maps for pick up routes, locations etc.

The Government anticipates award of a base year an d 7 one-year option periods, which includes incentives.

Lease and recycle of aluminum oxide (16 grit)

Description: The government intends to award a Firm Fixed Price Indefinite Delivery Requirements type contract for a base year with four option years for the lease and recycling of aluminum oxide (16 grit).
The contractor shall recycle spent material in the United States in a manner that exempts it from characterization as a solid and hazardous waste as defined in 40 CFR 261.2(e). The contractor shall recycle the spent material by utilizing it as an ingredient in an industrial to make a new product, complying with local and state environmental regulations. The place of performance is San Diego, CA.
Only technically acceptable offerors will be considered for award. As part of the technical evaluation, the offeror shall make their recycling facilities available for inspection by the team of the designated Defense Contract Management Command in order to ensure recycling operations meet all requirements for the Resource Conservation and Recovery Act (RCRA) exemption as a waste. Additionally, offerors shall provide proof of written approval from the state of California Environmental Protection Agency, and the environmental agency of the state in which the recycling is to take place, stating that their recycling process meets the requirements stipulated in 40 CFR 261.2(e) and any other applicable state requirements.
All responsible sources may submit an offer that will be considered. The solicitation will be available electronically on or around 31 October 2002 at http://www.neco.navy.mil. Numbered Note 26 applies.
