The intent of this solicitation is to furnish all equipment, labor, materials and supervision necessary to provide trash/refuse removal and recycling services to the Department of Veterans Affairs Medical Center, Asheville, North Carolina. The solicitation is being issued as a (RFP).    

 

The solicitation number is RFP #246-05-01609. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-14.    

 

This is a 100% Total Small Business Set-Aside.    

 

The NAICS code is 562111, and the small business size standard is $10.5M.      

 

The VA Medical Center, Asheville, N.C. intends to solicit quotes and award a firm fixed price contract on a competitive basis to the offeror(s) whose quotation meets the requirements of this solicitation.      

 

Period of contract will be from date of award through September 30, 2005 with four one-year options to extend.

General Waste Management

Description: The South Texas Veterans Health Care System (STVHCS) has a requirement for General Waste pick-up and disposal for the Audie L. Murphy Medical Center, San Antonio, Texas, the Kerrville VA Medical Center, Kerrville, Texas, and the Corpus Christi OPC (Out Patient Clinic), Corpus Christi, Texas. The Audie L. Murphy VA Hospital and the Kerrville Division are also requiring recycling.

 

The Contractor shall provide own equipment, tools, material, vehicles, personnel and supervisor(s) and other items necessary to perform the requirement.    

 

The estimated yearly requirement for General Waste is 3,924,206 pounds and recycled paper/cardboard is estimated at 333,100 pounds.    

 

Contract period is for September 1, 2004 through August 31, 2005 with two one-year renewal options. These services meet the criteria for commercial services and simplified acquisition procedures will be used for this procurement.    

 

The North American Industry Classification System Number is 56211 and Business Size Standard is $10.5 million.    

 

The solicitation has a due date of August 12, 2004, 4:30 p.m. CST.

This announcement constitutes the only solicitation; quotations are being requested and a written solicitation document will not be issued. The premise for this purchase order is "the reduction/elimination of hazardous waste". It is the government's position and goal to reduce and eliminate, where possible, all hazardous waste generation to the maximum extent possible. This purchase order shall change the classification of hazardous plastic media paint stripping waste from aircraft and aircraft component paint stripping operations to a reusable feedstock material. Columbus AFB is required by 40 CFR 262.23 (a) (i) to sign a hazardous waste manifest certification on each shipment of hazardous waste. That hazardous waste manifest binds us to eliminate or reduce the volume of hazardous waste to the maximum extent possible. This provides the vehicle to eliminate the hazardous waste stream currently being generated by paint stripping operations by: (1) Providing for the continuing use of plastic media as an alternative to hazardous chemical stripping. (2) Providing a way to recycle spent hazardous plastic media and thus eliminate the plastic media hazardous waste stream.
