Description: The contractor shall furnish all supervision, labor, tools, vehicles, materials, quality control, equipment required to collect, transport and dispose of all solid waste and recyclable materials at the U.S. Military Academy, West Point, Orange County, New York and Building #108, Stewart International Airport, New Windsor, Orange County, New York . Additionally, the Contractor shall install, service and repair Government provided equipment as per manufacturer specifications.
All solid waste and recyclables generated (excluding regulated medical or hazardous waste) is to be collected, transported and disposed of and/or delivered in accordance with (IAW) all applicable terms, conditions and standards.
The contractor shall collect recyclable materials as specified and deliver to the USMA Recycle Center co-located at the USMA Solid Waste Transfer Station. The Contractor shall transport processed recycling materials from the USMA Recycle Center to disposal points within a fifty mile radius of USMA and occasionally up to one hundred miles away as necessary.
The contractor shall comply with all local, state and federal controls, regulations, and laws as applicable to the service provided. The contractor shall transport all collected solid waste to a state approved solid waste management facility (SWMF). In accordance with FAR Part 12 Commercial Acquisition Procedures, the U.S. EPA ORD requires disposal of chemical and hazardous waste from EPA facilities located in the Cincinnati Metropolitan area.
The contractor shall provide EPA with all necessary labor, supervision, supplies, equipment, and materials necessary to remove, dismantle, prepare for packaging, package, load, transport, and dispose of chemical and hazardous waste including contaminated equipment/items, etc.
The contractor shall also obtain and/or assist the waste generating facility in obtaining, when required by law, all permits, and other forms of documentation required in order to comply with the laws and regulations of any state, county, township, or municipal subdivision thereof or other governmental agency which may be applicable to the removal, transportation and subsequent disposal of the chemical and hazardous waste or contaminated equipment/items.
In addition, the contractor shall satisfy any disposal facility access requirements, including fees, etc.
Delivery Orders are issued under a Blanket Purchase Agreement (BPA) by the authorized ordering officer.
Delivery orders are usually placed via telephone to the contractor for services. Each delivery order is assigned a unique identification number for tracking purposes. This procurement is a small business set-aside under NAICS code 562211 with a size standard of $10,500,000.
Award will be made using "lowest price, technically acceptable" evaluation criteria.
All responsible sources may submit a quote which shall be considered by the Agency. Any firm believing itself capable of providing the required chemical and hazardous waste disposal services must request a copy of the RFQ in writing within fifteen (15) days of electronic posting of this notice.
