Description: Solicitation is for services to collect and destroy sensitive documentation from two VA Hospitals. Contractor will be required to comply with Privacy Act and Health Insurance Portability and Accountability Act (HIPAA) conditions. Estimated total to destroy will be 120 tons per year. Paper will remain government property until all printed information is rendered illegible, at which time it will be available for contractor recycling. A Business Associate Agreement (under HIPAA) will be required, as will membership in the National Association for Information Destruction.

This is a Sources Sought Notice (not a pre-solicitation notice pursuant to FAR Part 5) to determine the capability of potential Hubzone certified firms and/or small business sources.. This notice is issued by the U.S. Coast Guard (USCG) Maintenance and Logistics Command Atlantic (MLCLANT), Norfolk, VA to identify Hubzone certified firms/small business sources capable of providing refuse and recycling collection and disposal services to be performed at USCG Air Station Borinquen, Aguadilla, Puerto Rico for a base plus four option years, not to exceed 60 months, if exercised by the Government, beginning Oct. 1, 2003.
A solicitation will be issued shortly and will be synopsized on the Government Electronic Posting System at www.eps.gov and in the CBD. When issued the solicitation will appear on the MLCLANT Intranet Web site http://www.uscg.mil/mlclant/fdiv/fdiv.html.
It is the potential offeror's responsibility to monitor these avenues for release of any future solicitation or synopsis. The contractor shall furnish all labor, material, equipment, supplies, transportation, supervision and management necessary to provide Refuse and Recycling Collection and Disposal Services at the U.S. Coast Guard Air Station Borinquen in Aguadilla, Puerto Rico, to include the Hangar, Housing, Ramey School and the Lighthouse. The applicable NAICS Code is 562111 (Waste Management and Remediation Services) with a Small Business Size Standard of $10.5 million. Any interested firm capable of providing these services is requested to respond via e-mail to: mnegron@mlca.uscg.mil or facsimile at (757) 628-4134/4135, no later than 10 JULY 2003 with the following documentation: HUBZone/8(a) certification, past performance information and capability statement. Past performance information shall include recent and relevant contracts for the same or similar items and other references (including contract numbers, points of contact with telephone numbers and other relevant information). Offeror shall furnish this information for at least three (3) contracts, ongoing or completed within the last three years, for like or similar services, held with the U.S. Coast Guard, other Government agencies or private industry. Like or similar contracts are defined as Refuse and Recycling Collection and Disposal Services.

Anti-Freeze Recycling Services

Description: Anti-freeze recycling services to include pre-testing, re-fortfying, and final testing of used ant-freeze at various sites located on United States Marine Corps Base, Camp Pendleton, California and Marine Corps Mountain Warfare Training Center, Bridgeport, California, ensuring that the substance meets the industry standards of virgin anti-freeze, which is 50% ethylene and 50% water. The Contractor shall provide a mobile service on an "as needed" basis, responding within 24 clock hours of the request.
The Contractor shall perform a field test (pre-testing) to identify the ethylene glycol level. The antifreeze to be recycled may range from 25% to 50% ethylene glycol levels. Any antifreeze with ethylene levels below 25% will be dispensed as hazardous waste by the Government. The Government estimate is 28,000 gallons a year. The Contractor shall perform a process or processes that pu rifies the antifreeze, removing all substances except ethylene and water. The Contractor must be certified to hold all applicable permits and business plans required by Federal, state, and local agencies.
The Contractor will be subject to Federal, state, and local Environmental Law. This is a firm fixed requirements type contract for a base and two one year options. Solicitation to be issued on or about 21 July 2003. This is a 100% small busines set-aside.
