Ariz. DEQ Issues RFP
The Arizona Department of Environmental Quality, Waste Programs Division, Recycling Program, is soliciting proposals from private enterprise, political subdivisions, and non-profit organizations for the Waste Reduction Initiative Through Education Project.
The objective of the WRITE Project is to provide Arizona residents with educations opportunities to increase awareness to properly reduce and dispose of solid waste and to encourage participation in source reduction, reuse, and recycling. The project should communicate the importance of conserving natural resources and the benefits of reducing, reusing, recycling, buying recycled products, composting, and/or disposing of solid waste.
Recycling education projects may include the development of school curricula, workshops, demonstration projects, resource documents, and mass media campaigns.
The maximum sum that applicants may request for each proposal is $60,000. All proposals must provide a 50 percent in-kind and/or monetary match of the requested funding award.

EPA Region 8 Issues RFP
The Environmental Protection Agency, Region 8, is issuing a Request for Project Proposal for Waste Reduction and Recycling Programs.
The purpose of the solid waste grant program is intended to demonstrate and enhance opportunities for waste reduction and composting, and develop or expand local markets for recycled materials. Cooperative agreements will be awarded under the authority of Section 8001 of the Resource Conservation and Recovery Act.
EPA Region 8 has $26,900 from the Jobs Through Recycling (JTR) program for recycling market development projects. Market development projects may include business assistance to recycling entrepreneurs in the Region 8 States and Tribal Nations and conducting demonstrations of new uses for materials that will move them toward commercialization in Region 8. Requests for JTR funding should not exceed $26,900.
EPA Region 8 has an additional $15,000 in solid waste funds that can be used for market development, zero waste or composting projects, or to improve the diversion of toxic materials in the solid waste stream. Requests for solid waste funds should not exceed $15,000.
Eligible parties for the grant money include state and local governments, tribes, multi-state organizations, and non-profit organizations in the Region 8 States of Colorado, Utah, Wyoming, Montana, North Dakota and South Dakota
Matching funds are not required under this solicitation, however, your ability to leverage contributing resources will be considered in the evaluation criteria.
A two-page pre-proposal: due March 15, 2002, with a full proposal due by April 22. The grant application is due by June 15, 2002, with the money being awarded Sept. 30.
The EPA cannot fund the purchase of capital equipment or construction of buildings. The agency also will not fund feasibility studies or the start up of basic household collection programs. Purchase of supplies and other equipment is limited to $5,000.00.

L.A. County Issuing Tire Bid
Los Angeles County’s Department of Public Works is accepting sealed proposals for the “2002-2004 Waste Tire Amnesty Day Program.” The deadline for bids is April 8. A Proposer’s Conference will be held March 18th in Alhambra, Calif.

The 355th Contracting Squadron is conducting market research to seek qualified 8(a), HUBZone, sources capable of providing refuse collection services. Work includes: The contractor shall provide all personnel, equipment, tools, materials, vehicles, supervision, and other items and services necessary to perform refuse collection services at Davis- Monthan AFB, AZ.
The contractor shall perform to the standards in the contract as well as all local, state, and federal regulations. Estimated annual quantities include: 1,248 Roll-Off services per year; 18,876 dumpster services per year; 240 out of schedule services per year; 2,820 tons of annual refuse; 260 tons of green compost material recyclable per year; 120 tons of scrap wood recyclable per year. All SBA/CCR-registered sources capable of providing these services are being sought.

Description: The Environmental Protection Agency contemplates awarding approximately 15 fixed price contracts under the Small Business Innovation Research Program, Phase I, during Fiscal Year 2002. The SBIR Program is a phased process uniform through the Federal Government of soliciting proposals and awarding funding agreements for research (R) or research and development (R&D) to meet stated agency needs or missions. During Phase I (covered by this solicitation) contractors shall conduct feasibility-related experimental research or R&D efforts on the described agency topics listed below.
The Phase I awards are expected to be made by March 31, 2003. Upon successful completion of an EPA SBIR Phase I contract, with a Period of Performance of 6 months, the Phase I contractors will receive the Phase II solicitation, and may submit proposals for competitive evaluation. During Phase II, contractors shall perform the principal research or R&D effort. Funding for Phase II shall be based upon the results of Phase I and the quality and soundness of the Phase II work plan and commercial potential of the Phase II technology. Proposals submitted in response to the solicitation must directly pertain to EPA's environmental mission and must be responsive to EPA program interests included in the topic descriptions identified in the solicitation. The topics for the FY 2002 Phase I solicitation are as follows: A. Nanomaterials and Clean Technology; B. Prevention and Control of Air Pollution; C. Treatment and Monitoring of Drinking Water; D.
