The 55th Contracting Squadron, Offutt AFB, NE intends to award a sole source purchase order for one month to BMaKK Corp. in order to provide continuous Refuse & Recycling Service to the hospital, Elkhorn AFS, and the base until a possible follow-on contract is awarded.    

 

Statutory authority for this sole source award is Title 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1.    

 

Services consist of Base Refuse and Recycling. This requirement will be awarded for the month of April. This notice is neither a request for competitive proposals nor a solicitation of offers. A determination by the government to not compete this requirement based on responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement for the month at this time. Description: The 5th Contracting Squadron intends to solicit competitively for Refuse Collection and Recycling services at Minot AFB, North Dakota.    

 

The Contractor shall provide all personnel, equipment, tools, supervision, and other items and services necessary to perform a comprehensive refuse collection and recycling service at Minot AFB, ND.    

 

Services include, but are not limited to; pickup, transportation, and delivery, to the appropriate commercial landfill and recycling centers, all refuse and recyclable materials collected within the base-wide areas, including, but not limited to Military Family Housing, office buildings, industrial areas, food service, child development facilities, medical facilities, and recreation areas.    

 

Services will also include providing emergency and special event services.     The Contractor shall perform in accordance with standards outlined in the Performance Work Statement.    

 

A Firm Fixed Price Performance Based contract will result from the solicitation, with services to commence on or about 1 October 2006 (subject to availability of funds) and will have a minimum value for the base period of $250,000.    

 

Award selection will be based on Performance Price Tradeoff procedures.    

 

Period of performance will be for a base period and four (4) one-year option periods.    

 

This acquisition is set-aside 100% for 8(a) companies. The North American Industry Classification System Code (NAICS) is 562212 with a size standard not to exceed $10,500,000.

The objective of this RFQ is to competitively award a Contract to secure a contractor who is qualified by federal, state, and local laws to perform the pick-up of hazardous waste from state and local law enforcement storage container sites.    

 

The period of performance will be a two-year base period and three 1 year option periods.
