Description: The purpose of this Pre-Solicitation Notice is to notify prospective offerors that the Department of State has a requirement for the combination of Recycling and Trash Removal Services that will result in a firm, fixed-price, indefinite-delivery/indefinite-quantity (IDIQ) contract.
It will be competed amongst small businesses only. The NAICS code is 562920. The period of performance under this contract will consist of one base year plus three option years for a potential total of four years. This contract will be a performance-based acquisition. The Department intends to make one single award. Multiple contract awards are neither anticipated nor desired. This competition will be conducted in accordance with FAR Part 15.
To be eligible for award, offerors must provide complete pricing for all line items for all four contract years. Partial offers will not be considered. This solicitation will be posted under Solicitation Number S-AQMMA-08-R-0301.
The Recycling and Trash Removal Services contract will provide support at the Department of States Annex Buildings mostly located in the Springfield, Virginia area, and at any other buildings deemed necessary, up to ten (10) buildings within the Washington, D.C. Metropolitan Area. The contractor shall furnish all necessary material, labor, equipment, and supervision to provide Recycling and Trash Removal Services at all Department of States Annex Buildings specified in the contract.
Recycling and Trash Removal Services is defined as the collection of general building waste COMINGLED in a community receptacle. Commingled recyclables and trash shall be taken to be sorted, separating the recyclable materials from the non-recyclable materials, followed by disposal of non-recyclables and filled dark colored opaque plastic bags in accordance with Federal and State regulations.
Under this contract, when requested, the contractor shall provide on call pick ups of non standard, recyclable materials from DOS Facilities in the Washington DC Area, to include cables, computers, monitors, keyboards, etc., though not to include hazardous waste. The drop off point may vary in the Metropolitan Capital Area. Contractor and or subcontractors, if applicable, shall comply with federal, state and local licensing requirements for each jurisdiction where work is to be performed.
Solicitation S-AQMMA-08-R-0301 will be electronically posted to this website only, and will contain complete information and instructions for submission of a proposal. No paper solicitations will be issued. Likewise, all solicitation amendments and other releases of information will be posted exclusively to this website.
Proposals will be due approximately 30 days after the solicitation is posted. It is the offeror's responsibility to monitor this website regularly to ensure full access to all pertinent information.

The anticipated sale will be firm fixed-price and the bidder shall bid the price per pound.
