Evaluation factors consist of (1) price; (2) technical capability to perform the work, including regulatory history; and, (3) past performance. Technical capability and past performance, when combined, are greater in importance than price. Technical capability will include the offeror’s proposed treatment / disposal / recycling site(s). Waste containers range from 5 to 55 gallon drums/lab packs. The anticipated contract performance period is one (1) basic year 1 January 2008 through 31 December 2008 with four (4)-12 month option periods.

This solicitation is issued in accordance and pursuant to the Small Business Competitiveness Demonstration Program as an unrestricted requirement. The NAICS Code for this requirement of 562219 with a Size Standard of $10,500,000.00. Request for proposal (RFP) FA6703-07-R-0008 will be issued on or about September 14, 2007 with a closing date of October 16, 2007. All responsible parties may submit a proposal which shall be considered by the agency.

Description: The Food and Drug Administration (FDA) has a requirement for shredding services. It is FDA's intent that the services be made available to all of FDA's Centers and Offices located throughout the Washington, D.C. Metropolitan Area.

An Indefinite Delivery / Indefinite Quantity (IDIQ) Task Order Contract with a base period of one year and four option periods (one year each) is contemplated. It is anticipated that Firm-Fixed-Price Task Orders will be issued against the Master Contract, each utilizing the Firm-Fixed-Unit-Prices (FFUPs) established in the Master Contract Award. The FDA reserves the right to award Task Orders One and Two along with the Master Contract.
