Description: The 55th Contracting Squadron, Offutt AFB, NE intends to award a sole source purchase order for one month to Si-Nor Incorporated in order to provide continuous Refuse & Recycling Service to the base, Elkhorn AFS, and the Military Family Housing until a possible follow-on contract is awarded.    

 

Statutory authority for this sole source award is Title 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. Services consist of Base Refuse and Recycling.    

 

This requirement will be awarded for the month of May. This notice is neither a request for competitive proposals nor a solicitation of offers.    

 

A determination by the government to not compete this requirement based on responses to this notice is solely within the discretion of the government.    

 

Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement for the month at this time.

Refuse Collection, Disposal, and Recycling Services

Description: The U.S. Coast Guard, Maintenance and Logistics Command Atlantic, Norfolk, VA is procuring refuse collection, disposal and recycling services to be performed at the U.S. Coast Guard Academy in New London, CT.

 

The contractor shall provide all necessary labor, transportation, equipment, materials, supplies and supervision to perform refuse collection, disposal, and recycling services at the U.S. Coast Guard Academy. The work consists of providing scheduled and unscheduled collections, delivering 20 or 30- roll off containers for disposal of bulk material and yard waste, providing curbside service, and providing recycling and disposal services.

 

The solicitation will be issued in accordance with FAR Part 12, Acquisition of Commercial Items and FAR Subpart 13.5 -- Test Program for Certain Commercial Items.    

 

A firm-fixed price services type contract will be awarded to responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and past performance considered.    

 

The Base Period of performance will be from 01 October 2005 through 30 September 2006 with four one-year option periods, if exercised by the Government, for total contract duration not to exceed 5 years/60 months.    

 

This requirement will be issued under full and open competition.    

 

The applicable NAICS code is 562111 (Solid Waste Collection) with a size standard of $10.5 million.

Refuse Collection and Disposal Services

Description: Capable sources are sought to provide Refuse Collection and Disposal Services to the Air Force Research Laboratory (AFRL) Rome Research Site.    

 

The AFRL Rome Research Site is considering whether to issue a set-aside acquisition for certified 8(a); HUBZone and/or Service-Disabled Veteran-Owned Small Business sources for a new Refuse Collection and Disposal Services Firm Fixed Price (FFP) contract.    

 

This acquisition includes, but is not limited to providing all personnel, equipment, tools, materials, vehicles, supervision, and other items or services necessary to perform refuse collection and disposal services at Rome Research Site located adjacent to Rome, New York and at the Newport research facilities, Newport, New York. This acquisition also includes removal of all refuse and garbage, recyclable materials and construction debris.    

 

The contractor must perform to the standards of all local, state and federal regulations as well as complying with Local Law 1 of 1990. The contractor will be required to furnish all materials, equipment, and personnel necessary to manage and accomplish the projects. The North American Industry Classification System (NAICS) Code is 56211, with a Small Business Size Standard of $10.5 million.    

 

Any required amendments, letters of clarification and other applicable documents will also be issued electronically.    

 

ALL interested sources are responsible for frequent review of the website to ensure that they are kept current on any applicable documents added after the initial RFP is issued.     Performance period will be 60 months.

Contractors are reminded that should this acquisition become an 8(a) set-aside, FAR 52.219-18 with 252.219-7010, Alternate A, Notification of Competition Limited to Eligible 8(a) Concerns applies.

The period of performance will be from 01 June 2005 thru 31 May 2006 with provision for two option years.
