The Naval Sea Systems Command issued a synopsis for the intent to hold a competition, set aside 100% for small business, for the award of multiple Indefinite Delivery Indefinite Quantity Fixed Price Award Fee contracts for the dismantlement, environmental remediation and recycling of inactive ships stricken from the Naval Vessel Register.  

 

This modification is to notify potential offerors that a draft solicitation has been issued. 

 

You are instructed to go to the Navy Electronic Commerce Online site at www.neco.navy.mil to access the draft solicitation. 

 

NAVSEA intends to release the solicitation on or about Jan. 5, 2005. The solicitation is anticipated to be open for a period of 30 days. 

 

This contract is planned to be a five-year contract, and follow on task orders will be competed among successful offerors. 

 

Up to three firm fixed price contracts will be initially awarded. 

 

The requirement consists of two ships located at Naval Inactive Ship's Maintenance Organization, Philadelphia, PA, and one ship located at the Maritime Administration National Defense Reserve Fleet, Suisan Bay, CA. Technical and price proposals will be required.

Description: Provide all management, labor, tools, equipment, transportation, and materials necessary to perform refuse collection, recycling, and disposal (Basewide and Military Family Housing) at Altus AFB, OK.    

 

Areas of the main base include, but are not limited to, dining facilities, dormitory areas, commissary, base exchange, and medical facilities.    

 

The military family housing areas require curb side pick up services to include pick up of recyclable materials for 963 units.    

 

In addition, contractor is responsible for all operations of the AAFB recycling center.    

 

This synopsis of proposed contract action is for planning purposes only and does not commit the government to pay for any information, issue a solicitation, or award a contract.    

 

This synopsis is not to be construed as a commitment by the government for reimbursement.    

 

Basic period of performance is April 1, 2005-March 31, 2006 with four one-year option periods.    

 

In addition, the solicitation and resultant contract will include FAR Clause 52.217-8, Option to Extend Services.    

 

This Request for Quotation is a competitive best value acquisition using simplified procedures authorized by FAR 13.5, Test Program for Certain Commercial Items.
