The Marion County (Oregon) Department of Public Works - Environmental Services is soliciting proposals from private industry for providing electronics recycling services for electronics, televisions, and other electronics items collected at the County's Salem-Keizer Recycling and Transfer Station.

Proposals shall provide a price for the transport and shipping costs as well as the recycling of televisions, monitors, and other electronics. The successful contractor must be capable of providing the County with documentation of where the materials are sent. The successful contractor must have the capability to transport and recycle up to 1,500,000 pounds of electronics annually throughout the terms of the contract if required by the County.

Proposals may not be withdrawn after the time set for submission. All Proposals must be received by 3:00 on Thursday, August 23, 2007. Any Proposals received after the scheduled closing time will be rejected. If submitting by mail, please allow sufficient time for mail delivery.

Attention is called to all provisions of the Oregon Revised Statutes - Chapter 279, Public Contracts and Purchasing, and the Marion County Contract Review Board Rules, ORS 896. The Marion County Board of Commissioners is the Local Public Contract Review Board for Marion County. The successful Contractor shall meet the insurance requirements of ORS 30.270 before a contract is executed. The Marion County Board of Commissioners may reject any and all Proposals, upon a finding of the agency it is in the public interest to do so. Marion County may reject any Proposal not in compliance with all prescribed public procurement procedures and requirements and may reject for good cause any or all Proposals upon a finding of Marion County that it is in the public interest to do so. Requirements concerning minimum hourly wage rates, hours of employment, overtime, along with other requirements, accompany the Federal Provisions and must be complied with.
