Proposed Recycled Newsprint Mill One Step Closer

Besicorp-Empire Development Co. LLC has submitted its air permit application to the New York State Department of Environmental Conservation in connection with its plans to build a cogeneration plant and recycled newsprint manufacturing facility in Rensselaer, N.Y.

The air permit application is the final permit application required prior to filing the Article X Application and Draft Environmental Statement with the state Department of Public Service and state DEC. That application will be submitted in December.

This summer, the Kingston-based Besicorp-Empire Development Co. submitted a study to the New York Independent System Operators in connection with a facility the firm wants to construct.

The Interconnection Study analyzed the reliability impacts of the project on the transmission system and was a required report of NYISO and part of the approval process in Besicorp-Empire's proposed construction of a natural gas-powered cogeneration and newsprint recycling facility.

The facility would produce about 500 megawatts of electricity for the New York state merchant market and would produce more than 330,000 metric tons of 100 percent recycled newsprint per year.

The permitting and approvals phase of the project is scheduled for completion in the fourth quarter of 2002, with construction targeted for the first quarter 2003. Operation, if the plant is approved, would begin in 2004.
