The Pennsylvania Department of Environmental Protection, along with Presque Isle Downs Inc. and International Paper have entered an agreement over the clean up and redevelopment of the former IP mill in Erie, PA.
Presque Isle Downs and IP have both committed to formalize the cleanup of the site. The two will work through the state’s Land Recycling Program.
Under the agreement, Presque Isle Downs, as the new owner, is responsible for cleaning up the property on behalf of itself and International Paper. IP retains liability for the contamination at the site until the cleanup is finished.”
The Pennsylvania Land Recycling Program sets clear standards that must be met before a site owner is given liability relief. There are different cleanup levels depending on what the site will be used for—residential uses have a higher standard than industrial. But, in all cases, the sites must be safe for people to use, and no pollution may be getting off site.
