Oregon DEQ Seeks Input on MRF Permit

Deadline for comments is late next month.

The state of Oregon’s Department of Environmental Quality is seeking comments from residents before issuing a permit to GreenWay Recycling, a MRF/transfer station. If the permit is approved, the facility would accept non-putrescible wastes including yard debris, source separated and commingled recyclables, wood debris, and land clearing debris.

Wastes come to the facility via pick-up routes and public and commercial drop-off. Waste will be dropped under cover on the tipping floor and then consolidated, loaded into a compactor, processed and transferred by truck to a solid waste disposal facility.

The facility is located in Portland, Ore. According to the DEQ notice, until the Metro moratorium on issuing MRF permits is lifted, the facility will operate only as a transfer station (reload facility as defined by Metro). This means GreenWay Recycling will not be authorized to take any waste to a landfill for disposal; wastes must first be transported to material recovery facilities or transfer stations.

GreenWay will construct two 12,000 square foot buildings where material recovery operations will take place. The road and surface areas will be paved with asphalt and/or concrete. A twelve station sorting line, entry/exit gates, complete fencing, dust control systems, and other site improvements will be constructed.
