The state of Oregon’s Department of Environmental Quality will be holding a number of public hearings over several proposed issues affecting the recycling industry. The most recent announcement involves the issuance of three permits for Reklaim Technologies, which is looking to build a tire recycling facility near Boardman, Ore.
The agency is requesting interested parties submit written comments on the draft Solid Waste Treatment, Waste Tire Storage, and Air Contaminant Discharge Permits for the facility.
Additionally, the Oregon DEQ will be holding a public hearing Feb. 5 on the proposed facility.
Reklaim is proposing to receive whole passenger tires and process them using a low temperature pyrolysis technology. Through the process the tire chips would be converted into three primary materials – carbon black, meal and gases. These materials would then be sold for heat oil, carbon black, and scrap metal.

The Oregon DEQ also is seeking comments on the proposed issuance of a standard air contaminant discharge permit for Georgia-Pacific’s Toledo, Ore., mill. The permit is to allow for construction modifications to and operation of the existing hog fuel boiler at the facility, as well as the installation of a bark press to reduce moisture in the fuel fed to the boiler.

A third request for comments from the Oregon DEQ comes in regards to a proposed renewal of SP Newsprint’s air quality permit at its newsprint mill in Newberg, Ore.
SP Newsprint is proposing changes to the emission limits in the renewed permit. The changes in the emission limits reflect operational changes that occurred during the prior permit term; such as the removal of the #2 combustion turbine generator, and the use of updated emission factors in the renewed permit, in addition to about a 3 percent increase in paper production capacity.
