The Oregon Department of Environmental Quality (DEQ) is seeking comments on Reklaim Inc.’s request for a proposed air quality permit, officially known as a standard permit.
Reklaim Inc. operates a tire recycling facility in Boardman, Ore. The company shreds passenger tires (and pre-shredded tire crumb), converting them into carbon black, heating oil and steel and mineral oxides.
Initially, a standard permit was issued to Reklaim Technologies Inc. in early 2008. A modification for a name change to McKinstry Reklaim LLC was issued in April 2009 followed by another modification for a name change to Reklaim Inc. in September 2010.
This permit would require the facility to monitor pollutants using federally approved monitoring practices and standards. The facility is required to keep records of the following: hours the chipped tire dryer operated per month, natural gas usage, monthly feed rate to each thermal processing unit, hours each thermal processing unit operated, hours each pyrogas generator operated and hours the air classifier operated per month.
