The Oregon Department of Environmental Quality (DEQ) has issued a $7,500 penalty to Quantum Resource Recovery Inc., a scrap metal, paper and plastic company with a facility in Portland, for not having an industrial waste discharge permit for its facility.
According to a DEQ news release, Portland’s Bureau of Environmental Services sent Quantum Resource Recovery a letter in February of 2010 saying the company was required to apply for a National Pollutant Discharge Elimination System permit to regulate stormwater runoff from its facility. The company failed to submit its application by a May 21, 2010 deadline, and the city forwarded the matter to DEQ for enforcement.
On June 15, 2010, Quantum Resource Recovery submitted an application for the discharge permit to DEQ, but without the required application fees, land-use compatibility statement and stormwater pollution control plan as required, says the DEQ.
In addition to issuing the penalty, DEQ sent an order requiring Quantum Resource Recovery to submit a complete permit application to DEQ by Oct. 7. The company has subsequently sent the full application by that deadline and also has appealed the penalty. DEQ and Quantum officials may soon meet informally to discuss the penalty.
