A & L Salvage, LLC, will pay a $13,000 penalty for violating Ohio's asbestos waste handling and disposal rules at its construction and demolition debris landfill located in Lisbon, OH.
During four landfill inspections in 2004, Ohio EPA inspectors observed improper handling and disposal of regulated asbestos-containing waste. A & L Salvage violated its air permit by causing bagged asbestos-containing waste to break open before burial and failing to prevent visible emissions during transfer and disposal of the waste.
As a permitted asbestos waste disposal facility, A & L Salvage must prevent bagged and contained waste from breaking apart and asbestos particles from becoming airborne. If inhaled, airborne asbestos fibers can pose health risks including respiratory diseases.
Ohio EPA inspections since 2004 indicate the company has improved practices and is operating in compliance with its permit.
The civil penalty includes $10,400 to administer Ohio EPA's air pollution control programs and $2,600 to Ohio EPA's clean diesel school bus program.
