A bill has been introduced by the Ohio State legislature that aims to authorize waste management districts to exempt automotive shredder residue from the district’s generation fee.
The bill, HB 100, was introduced by House Representative Mary Taylor, and was co-sponsored by a number of other house representatives. The bill was introduced last week, although it has yet to be assigned a committee.
Under the bill, the solid waste management district may establish procedures that would include the exemption of automotive shredder residue from that fee without the necessity for ratification of the resolution or may include the exemption in an amended solid waste management plan of the district adopted.
Under the proposed bill the following requirements would need to be met: the residue is solid waste; the residue is not hazardous waste; the residue created during the recycling process comprises not more than 35 percent of the total weight of material that is processed for recycling; and the residue is generated by processing recycled materials that are to be sold, used, oir reused within 90 days of the time when the material is processed.
