Ohio House Passes Shredder Bill

Goal of bill addresses shredder fluff.

The state of Ohio’s House has passed HB 100, which authorizes waste management districts in the state to exempt auto shredder residue to be exempt from the generation fee. The bill passed by an 82-6 vote with 11 members not voting. Representative Mary Taylor (R-Uniontown) was the main sponsor of the bill.

The bill determines auto shredder residue as nonrecyclable residue generated in the processing of automobiles, appliances and other large items through a hammermill shredder for purposes of recycling that meet the following requirements: the residue is solid waste; the residue is not hazardous waste; the residue created during the recycling process comprises not more than 35 percent of the total weight of the material being processed; and the recyclable material that is being processed is sold, used or reused within 90 days of when it has been processed.

The bill is expected to be referred to an Ohio Senate committee this week, with a spokesman for Rep. Taylor’s office saying that the most likely committee would be the Senate Environment and Natural Resources Committee.

There are about 12 automobile shredders in the state of Ohio.
