New Trash, Recycling Service to Start in St. Louis

St. Louis soon will begin new trash and recycling service.

O'Fallon officials say the start of St. Louis’s new trash and recycling program is on schedule, as all the staffers have been hired, trucks are en route and the trash and recycling containers will be delivered soon.

Todd Galbierz, assistant city administrator, told the aldermen last week that the city had hired the assistant program director and the dozen operators the program needs and would soon decide whether to work out an arrangement with Fred Weber or St. Peters to handle the city's refuse on a short-term basis.

He said the staff would begin delivering this week one 64-gallon trash container and one 64-gallon recycling container to each residence. Galbierz said the trash and recycling trucks would arrive within the next week.

Officials are issuing large trash and recycling containers in the belief that residents will need a large container for newspaper, bottles, cans and cardboard products.

The aldermen also authorized the staff to issue a $512,000 contract to Demien Construction Co. for construction of the waste-recycling transfer center.

Ken Morgan, director of community development, said the city would wait until spring before building the operations center, where the offices of the director of the trash-recycling program and his assistant will be situated.

Galbierz said all the construction related to the transfer station would be within the $1.2 million budget for the project.

The city had planned to start the program in February next year to give itself time to work out problems. But after city officials couldn't work out a short-term contract extension with Waste Management Inc., the current waste collector, officials decided to start the service Dec. 2.

Officials have issued nearly $4.5 million in revenue bonds to finance capital costs of the service. The bonds will be retired over 20 years from the revenue generated by the trash and recycling fees.

The city plans to construct a transfer station on city-owned property near the Fred Weber Quarry, off Hoff Road. The city's trucks will bring trash and recyclables to the center. The recyclable materials will be trucked to the St. Peters Recycle City facility, while the trash will be taken to Allied Waste Industries Inc.'s landfill.

The aldermen will take final action on the bill that sets the following monthly rates for refuse collection and recycling services:

  • The basic rate will be $11.48 ($10.33 for residents 65 and over) for once-a-week trash and once-a-week recycling.
  • A rate of $16.48 ($14.83 for senior residents) for those who want pickup of an extra trash container. The city will collect trash only once a week, but those who want additional collections will be given an extra trash container.
  • A rate of $18.98 ($17.08 for seniors) who want yard waste collection service from April through December. Customers will be charged only the basic rate from January through March.
  • A rate of $23.98 ($21.58 for seniors) who want an extra trash collection service and yard waste service between April and December. Customers will pay the basic rate for extra collection from January through March.
  • A bulky-rubbish service of $15 ($13.50 for seniors ) for every two cubic yards. – (St. Louis) Post Dispatch
