According to a report by the Twin Cities Daily Planet, a public meeting by the Minnesota Pollution Control Agency (MPCA) to discuss proposed changes to the air emissions permit renewal for Northern Metal Recycling’s auto shredder in Minneapolis has been postponed indefinitely.
The article says the rescheduled meeting may be held in the spring, although no official date has been set. In deciding to delay the hearing, the Planet notes that the MPCA says the volume of comments by interested parties was a key reason for delaying the public meeting.
Northern Metal’s proposal seeks to make adjustments to its air emissions permit it has for its auto shredder. No new construction is proposed as part of the project.
In summary, the proposed changes to the permit include:
- Describe additions to the permitted pollution control equipment;
- Substitute a new facility description for the description in the current air emission permit;
- Increase the particulate emissions limits;
- Modify the format of the mercury emissions limit;
- Eliminate several feedstock restrictions and increase emissions limits on metals;
- Eliminate the requirement to record the weight of all residue and materials collected by pollution control equipment;
- Replace the opacity limit for fugitive dust from the outdoor storage piles with the requirement to comply with a more comprehensive fugitive dust control plan;
- Eliminate the requirement to pave facility roads as obsolete; and
- Set test frequencies for subsequent performance testing.
According to the Minneapolis Star Tribune, the company had sought to have its air emission permit adjusted after it failed to meet the requirements once the auto shredder started to operate in 2009.
