Miller Leasing has expressed interest in building a concrete recycling facility in Moline, Ill., according to a report from WQAD-TV in Moline, Ill.
For the plan to go forward, the company will need a special use permit from the City of Moline, and the land will need to be rezoned.
Some residents have expressed concerns over the plan regarding health threats, according to the report.
