LA City Council Votes to Prohibit Scrap Yards, Container Storage Facilities

Vote does not affect existing facilities.

The Los Angeles City Council unanimously voted to implement a permanent ordinance prohibiting scrap yards or container storage facilities in Wilmington, CA. The ordinance was introduced by Councilwoman Janice Hahn. According to Hahn, about one fourth of the scrap yards in the city of Los Angeles are located in Wilmington. Hahn said that the Harbor Area community is overburdened by a operations involved in auto parts, scrap metal and salvage.

 

The Wilmington Chamber of Commerce also testified in favor of the new ordinance, stating that the community deserved to be treated better, in spite of the new regulations the ordinance will impose on businesses.

 

An interim ordinance was adopted by the City Council in July 2003.

 

The ordinance provides a definition for these cargo containers, mandates that they be stored only in heavy industrial zones and also provides for various conditions for all new storage facilities throughout the city. This ordinance will require yearly inspections by the Los Angeles Building & Safety Department to ensure that they comply with city laws. The ordinance will also prohibit any new junkyards in the community of Wilmington forever by placing conditions on those parcels of land located in residential Wilmington. Companies seeking to open a scrap yard in the area will need a variance from the city.
