The Atlantic County Utilities Authority (ACUA) and Newburgh, N.Y.-based Hudson Baylor Corp. have re-opened ACUA’s material recovery faclility (MRF) in Egg Harbor Township, N.J., after a retrofit to enable the processing of commingled material. To commemorate the retrofit, the ACUA and Hudson Baylor held a grand opening of the MRF Aug. 25.
The retrofit of the facility began in December 2010. Rick Dovey, ACUA president, says, “They have done a great job with the retrofit, and we’re really looking forward to the facility coming online. This partnership has enabled ACUA to reopen our facility without having to purchase the equipment or to incur the cost of operating the facility.”
Hudson Baylor Corp. operates 13 locations in the United States (including a dual-stream facility in Cape May County, N.J., and four other single-stream plants).
Hudson Baylor designed and retrofitted the facility, which it also will operate. The cost of the retrofit is $5.5 million.
According to ACUA, the retrofit includes outfitting the existing structure with conveyors and sorting stations to handle the anticipated annual volume of 34,000 tons of single-stream material. The agreement includes leasing the ACUA’s Recycling Center to Hudson Baylor for an initial 10-year period. Lease payment, avoided costs and a revenue sharing plan are anticipated to provide the ACUA with an annual benefit of more than $1.5 million.

Dovey says, “Being able to see how this works and the scale of things helps people understand the importance of recycling. It’s an easy way for people to make a big impact by keeping these materials out of the landfill."
