South Carolina's Horry County Council passed a first reading of an ordinance that would repeal the construction and demolition portion of its flow control ordinance. According to a report in Sun News, the ordinance will take three readings to pass. The first reading passed by a 6-5 vote in December 2013.
Some officials told the Sun News they were concerned that repealing the ordinance would cost the city $40 million in revenues over the next years by allowing C&D debris to go to private landfills outside the county. Others say it will free up landfill space in the county and extend the life of the landfill.
The flow control ordinance, which also applies to municipal solid waste, passed in 2009 has been upheld in lawsuits at both the state and federal level.
