The U.S. Environmental Protection Agency Region 9 is soliciting proposals for cooperative agreements that address source reduction, pollution prevention, green design or manufacturing, product stewardship, reuse, environmentally preferable purchasing (including products with post-consumer recycled content), market development, energy conservation or recovery, or the manufacturing of products with post-consumer recycled content. Most cooperative agreements will be awarded through Resource Conservation Funds under the authority of Section 8001 of the Resource Conservation and Recovery Act of 1976, additional statutory authorities may be used.
This solicitation describes the program goals and gives general information on the application and selection process, pre-proposal format, and evaluation criteria. NOTE: There will be a separate solicitation under the Pollution Prevention Grant program which is reserved solely for state and tribal entities. This will appear in early 2004. States and tribes may apply under both solicitations.
Funding Availability: Total program funding available is uncertain. In the past, Region 9 has funded projects ranging from $20,000 to $60,000.

Eligibility includes the following: States, tribes, territories, multi-state/tribal organizations, universities, local governments, and not-for-profit organizations located in EPA Region 9. EPA Region 9 includes the states of Arizona, California, Hawaii, and Nevada, the U.S. territories in the Pacific Islands, and the lands in Indian Country belonging to over 140 federally recognized tribes.
Pre-proposal due Friday March 12, 2004. EPA will notify finalists to prepare a full proposal April 2, 2004. A full proposal is due April 30, 2004. Final proposal selections will be made May 28, 2004. Cooperative Agreements will be awarded October 2004.
