The Dual System reports on the current status of the call for tenders for the service contracts
In March of this year, the Green Dot / Dual System (DSD) initiated a call for tenders to reassign the waste management contracts for glass and lightweight packaging as required by the German Packaging Ordinance. For some of the service areas, contracts have already been assigned or will be assigned shortly. This concerns about 25 percent of the contracts to be awarded.
In areas, in which only uneconomical bids were submitted, the DSD announced that it will cancel the tendering process. Further action will depend on the specific circumstances:
If the submitted uneconomical bids are significantly less than the current contract price, the Dual System can enter into renegotiations with the lowest bidder in a region after canceling the tendering process.
In all other cases of cancellation, which concerns about 70 percent of the contracts to be awarded, as well as if the above mentioned renegotiations fail, a new call for tenders for contracts running from January 1, 2005 will be started next year. The existing waste management contracts will be maintained until December 31, 2004, provided that adequate fee reductions can be negotiated and the EU commission approves of this approach.
