According to the report, the city will begin delivering blue bins to residents in the next few months, with hopes of starting the program Aug. 15.
The service will be free until 2011. After that residents will be charged $2.50 per month to offset collection costs of Pratt Industries, which is building a paper recycling plant in the city.
Pratt will collect all recyclables—paper, plastic, glass and metals. It will recycle the paper and sell the other material, according to the report.
