Contractor Seeks Legalization for Concrete Recycling Operation

JoCo Construction, Lady’s Island, S.C., requests zoning change.

A South Carolina contractor has requested changes to the Beaufort County, S.C., zoning and development standards that would legalize his concrete recycling operation on St. Helena Island, according to a report in the Beaufort Gazette (Beaufort, S.C.).

Joe Pizzo owns JoCo Construction and has been dumping reclaimed concrete at his facility on St. Helena, on of the South Carolina Sea Islands in Beaufort County, S.C. He owns a crusher and processes the material for use as fill on road projects, according to the report.

A neighbor complained in April, and a county codes enforcement officer inspected the site and issued a violation. While Pizzo’s request is under consideration, he can recycle what has accumulated but can no longer dump there.

According to the report, the lot doesn't meet minimum size requirements for an industrial rezoning, so instead Pizzo is seeking a change to the definition of rural zoning that will allow the operation of the crusher.
