At the meeting, it was announced that applications, submitted in either Chineses or biligually in Chinese and English, must be postmarked or receipted by a courier on or before July 20, 2004, to allow registration by September 1, after which no shipments will be permitted without a registration number.
During the meeting, BIR and ISRI jointly raised more than 30 questions on issues ranging from who must file the registration application to the potential imposition of registration fees. Written confirmation of the answers to all of these questions is to be delivered by AQSIQ by the middle of this week.
ISRI reports that it will alert all its members immediately upon receipt of this information.
There are two very important points to note:
In a follow up note, ISRI added that there were two important notes that exporters needed to be aware of:
·The only persons required to be registered under this program are those that directly contract with companies located in China buying the scrap—thus, those who ship to China exclusively through brokers located outside China are not required to be registered under this program.
·The deadline for submission of registration applications has been extended to July 20, 2004. Anyone who is required to submit an application and does not do so by July 20, 2004 will have to wait until 2005 at the earliest (and possibly later) before AQSIQ will once again accept applications.
