China Environmental Agency Tightening Scrap Imports

Agency seeks to strengthen pollution controls.

 

The State Environmental Protection Administration of China announced plans to further restrict scrap iron and scrap steel imports for environmentally friendly purposed.

 

According to an announcement by SEPT, only steel producers who meet pollution control requirements and industrial production standards can be granted scrap iron and steel import rights.

 

Furthermore, steel companies that apply for qualification to import scrap iron and steel will be asked to submit certification issued by the local SEPA branches for pollution controls that meet SEPA’s requirements.

 

An evaluation of the environmental effects of production facilities should be reported to SEPA when a steel company applies for scrap iron and steel imports for the first time.

 

Specific scrap hardware or scrap electrical appliance processing companies granted licenses by SEPA are allowed to import scrap iron and steel at a small volume (less than 10% of its processing capacity), only when they are offered contracts from steel producers who meet pollution control requirements.

Additionally, steel companies are allowed to only import following scrap iron and steel products, that are listed in the country's automatic import license system.
