California Governor Signs Apartment Recycling Law

Law requires owners of multifamily housing with five or more apartments to provide recycling services to tenants.

California Governor Jerry Brown has signed legislation authored by Assemblyman Bob Blumenfield (D-San Fernando Valley) that establishes the Renter’s Right to Recycle Act which, starting next year, will require apartment owners to provide paper, plastic and can recycling services to their tenants.

Assembly Bill (AB) 818 requires the owners of multifamily housing with five or more apartments to provide recycling services to tenants starting in 2012.

The law also stipulates that local agencies are prohibited from issuing a building permit to a development project unless the project provides adequate areas for collecting and loading recyclables.

“We have finally overcome a great inequity,” Blumenfield says. “Renters want and deserve the same opportunities to recycle as everyone else. Before this bill, many renters could recycle only by hauling their waste across town to a recycling center. Green living is the future and nothing is more basic than being able to recycle where you live.”
“This is a giant leap forward in expanding the power of every day acts to help save our environment and create thousands of green jobs,” Blumenfield adds.

About 24 percent of all housing in California is in structures with five or more units. More than 7.1 million Californians live in about 2.4 million multifamily dwellings.
