The city of Visalia, Calif., rejected a proposal by Whiterock Sand & Gravel to build an asphalt recycling facility in the city.
According to the Sacramento Bee, Lee McClatchey, owner of Whiterock Sand & Gravel and Lee's Paving, has been working on the project since 1999. He has special crushing equipment he needs to pulverize 2,000 to 3,000 tons of used building materials a day.
In 1999, the city Planning Commission gave limited approval for a conditional-use permit, allowing McClatchey to operate. But shortly afterward, nearby business owners complained and asked the board to revoke the permit.
In a public hearing Aug. 5, the city’s Planning Commission denied Whiterock’s request for a conditional use permit.
The rejection of the conditional use permit follows the company petitioning for the request at the city council meeting June 24.
