Updated: CAA submits final draft program plan in Oregon

The Circular Action Alliance (CAA), headquartered in Washington, has submitted its third draft program plan to the Oregon Department of Environmental Quality (DEQ) for Oregon’s Recycling Modernization Act. Under the statute, this is the final draft of the plan.

The CAA is the producer responsibility organization (PRO) approved to implement Oregon's extended producer responsibility (EPR) law.

Originally, public comment on the plan was scheduled to close Jan. 17, 2025, at 5 p.m. PDT, but a Dec. 24 announcement from the DEQ indicates that in response to a request received from an interested party, the public comment period has been extended until Jan. 31, 2025, at 5 p.m. PDT.

The extension will allow interested parties more time to review the plan while also ensuring that public comments are received with enough time for DEQ to consider them when formulating its response to CAA. Members of the public can review the draft PRO program plan on DEQ’s website and submit their comments to RethinkRecycling@deq.oregon.gov. Commenters should limit their comments to the eight unapproved sections of the plan:
