C&D Request for Qualification

The city of Irvine - Orange County California is initiating the request for qualifications process for paving demolition and recycling on the former Marine Corps air station El Toro.

The City of Irvine is in the process of identifying firms that are interested in receiving the official Request For Qualifications (RFQ) package for an exclusive multi-year contract (agreement) for the removal and recycling of runways, parking aprons, and taxiways, and other paving related construction materials at the former MCAS El Toro in Orange County California.  The program consists of establishing, managing, and operating the removal and recycling of existing pavement types including approximately 2 million square yards of concrete and asphalt marked for demolition on the publicly held properties of this 3,200-acre military facility.  The immediately adjacent private sector properties within the MCAS facility includes approximately 900,000 square yards of additional concrete and asphalt that will be required to be processed through this contracted recycling site.

The procurement process for the project is anticipated to be a competitively negotiated contract for the development and operation of an on-site construction materials demolition and recycling facility.  In this process a non-mandatory information symposium will be held in Irvine California on August 7, 2003 to respond to questions and provide the opportunity for respondents to visit the site first hand.  A short-list of firms will be identified based on the Qualifications Statements submitted by the respondents.  These selected respondents will be invited to attend a mandatory interview to be held in Irvine California on September 25, 2003. 

As a competitively negotiated procurement process, the City or its designee may choose to negotiate with the firm or firms judged to be the most qualified based on procedures and methodologies found to be acceptable from the Qualifications Statement and participation in the Respondent Interview process.  The City or its designee will select the firm whose Technical and Price Proposals best satisfy the City's technical and financial requirements and other objectives of the Project.  It is the City’s goal for the contract resulting from the RFP process to be at completed at no cost to the Owner or the City of Irvine.

The following is the Draft schedule for the Project:

·        July 9, 2003 – publish this Notice inviting firms to secure the RFQ package

·        August 7, 2003 – Last date to request the RFQ document package

·        August 7, 2003 – Last day to submit Questions

·        August 7, 2003 – Information Symposium

·        August 22, 2003 – Last day to submit Qualifications Statements through the RFQ process

·        August 25 to September 1, 2003 – RFQ evaluation process

·        September 25, 2003 – Respondent Interview

·        September 26, to October 9, 2003 – Respondent selection

·        October 10, 2003 to December 19, 2003 – Contract negotiation process

·        December 22, 2003 – estimated date of award of contract

·        March 15, 2004 – estimated date of Notice to Proceed
