C&D Operation Receives Permit from State

Permit will allow company to extend C&D operation for 4 ½ years.

The Pennsylvania Department of Environmental Protection has issued a permit modification to Phoenix Resources Inc. to vertically expend its construction and demolition facility in Tioga County, PA.

(DEP) Regional Director Robert Yowell today announced that DEP has issued a permit modification to Phoenix Resources Inc. to vertically expand its construction and demolition waste landfill in Duncan Township, Tioga County.

“This approval was granted based on compliance with DEP’s municipal waste management regulations,” said Robert Yowell, DEP’s regional director. “It increases the maximum height of the landfill by 80 feet, which will allow an additional 1.7 million tons of waste to be disposed there.”

The modified permit does not allow Phoenix Resources to increase the 85-acre disposal area or to accept more waste than the current monthly average of 1,250 tons per day.

DEP originally permitted the landfill in December 1996. It accepts only construction and demolition waste, which is solid waste generated by the construction or demolition of buildings and other structures. Typical waste of this type includes wood, plaster, metals, asphalt, bricks, block and concrete.

DEP held a municipal involvement meeting to discuss the proposed permit modification in July 2001. There was no opposition raised to the proposal at that meeting or at any time during the application review process.

Under the terms of legal agreements with Phoenix Resources Inc., Duncan, Liberty and Morris townships, all in Tioga County, and the Wellsboro Area School District each receive a per ton fee based on the volume of waste received at the landfill.

Phoenix also contributes to a trust fund used by the Babb Creek Watershed Association for acid mine drainage restoration projects in the watershed, including the operation of a treatment plant near the Village of Antrim.
