A company proposing to operate a concrete finishing and construction debris recycling container business in Franklin County, Mo., received a conditional permit. The commissioners voted unanimously to approve the conditional permit.
Chris Cortner was granted the permit April 16 at the Franklin County Planning and Zoning Commission meeting where a group of residents gathered to express their disapproval of the business.
Plans call for using an old quarry on around 20 acres in an agricultural non-urban zoning district.
Cortner told commissioners at a meeting last month that he plans to store materials and equipment from his concrete finishing business at the site. He said he will recycle the wood, plastic, tire and steel scraps from other sites. The leftover concrete from other sites will also be finished at the site, Cortner said.
A planning commission review committee visited the site early this month, and voted 3-0 to recommend approval of the permit with several conditions.
The review committee limited the hours of operation from 7 a.m. to 5 p.m., Monday through Friday. The recommendation allows Cortner to work alone on the site at other times.
Containers must be placed out of sight from east-side residents as much as possible, according to the permit's conditions.
The committee's recommendation also asked the applicant to place the containers next to the quarry bluff.
