Bill Aims to Mandate Apartment Recycling in Mass.

A Massachusetts representative has submitted a bill that would mandate owners of apartment buildings provide for recycling.

A Massachusetts representative, Rep. James Eldridge, has introduced a house bill that seeks to boost recycling levels at apartment buildings. The bill, H 3239, calls for the owner of an apartment building or owner occupier of a building having three or more rental units be required to provide the means and material to allow tenants to recycle paper, glass and plastics.

According to Eldridge, the apartment owner would need to provide a collection and arrange for a collection of the material by a recycling company.

The bill was first filed in the Massachusetts Committee on Environment, Natural Resources and Agriculture July 25th. From there, the bill received a favorable ruling the end of October.

From there, the bill was moved to the House Steering Committee. This committee sent the bill back to the original committee the end of last month.

Rep Eldridge filed this after his experience as a law student living in Boston, with no ability to recycle provided by his landlord.

Eldridge says that while the legislature is now in recess, he hopes to bring up the bill early next year when the committee reconvenes.
