The ordinance is expected to go before the city Mayor and City Council by the end of this month. In it, the ordinance would include scrap metal dealers with pawnbrokers, and second hand dealers. The ordinance would not include either non-profit organizations, or companies handling used food and beverage containers.
Several key points of the ordinance to be introduced voted on includes making it illegal for any scrap metal dealer to fail, neglect or refuse to deliver to the chief of police, within two business days after receiving the property, a complete report of a host of materials that may have been delivered to the scrap yard.
